POLICE HEAD QUARTERS
For the development and advancement of civilization and culture, the establishment of rule of law is a must. It is the Police, which enforces the law and order in the society and thus help protect the pace of development.
The Police Head Quarters was established in the year 1965. It was then headed by an Inspector General of Police. The first Inspector General of Police was Sri R.N. Sheopoory, IPS from 1965 to 1967. On 2nd February 1987, Sri H.C. Jatav, IPS joined as the first Director General of Police, Tripura.
The State is divided into 8 Police Districts comprising 23 Police sub-divisions, 65 Police Stations and 37 Police Out Posts. The organisation as of now have
1 Director General of Police, 1 Additional Director General of Police, 6
Inspector Generals of Police, 2 DIGsP and Superintendents / Commandants of various units. There are 12 Battalions of Tripura State Rifles of which 9 are India Reserve Battalions.
SRI SANJAY SINHA, IPS THE DIRECTOR GENERAL OF POLICE, TRIPURA. Shri Sanjay Sinha, originally hails from un-divided Bihar. He was born in June, 1953 at Ranchi, then summer capital of Bihar and currently the capital of recently created Jharkhand Sate. He had his early education at Jamshedpur, graduated in Physics (Hons) from St. Xaviers’ College, Ranchi and completed post-graduation in Physics from Ranchi University in 1975. Initially, he taught Physics to under-graduate students at Tata College, Chaibassa and briefly worked for the State Bank of Indore as Probationary officer. He qualified for the Indian Police Service in 1978 and was allotted Tripura part of the Manipur-Tripura cadre. Shri Sinha joined the Tripura State in December, 1979 as a probationer on completion of training at SVP NPA, Hyderabad. After the mandatory period of probation, Shri Sinha was posted as SDPO, Khowai in April, 1981. On getting senior scale, he was elevated as Addl. SP and posted to the then un-divided South Tripura District. His first independent district charge was at Kailashahar of the then un-divided North Tripura District. Thereafter, he remained posted as SP(Operations), AIG, SP(SB), SP(CID) and twice as district SP of the un-divided South Tripura District. In September 1988, Shri Sinha went out on deputation to Intelligence Bureau under MHA, Govt. of India where he had a long stint of 23 years. He remained posted at various places, including Chandigarh, Jamshedpur and Bhubaneswar, as Asstt. Director and Deputy Director, besides the Hqrs where he looked after various responsibilities. In addition to going abroad on several occasions on duty and training, he was selected to undergo the prestigious year long course in the National Defence College, New Delhi in the year 1998. After his promotion as Joint Director, he did a posting abroad in the Embassy of India, Washington DC as Minister for Community Affairs from 2007-2010. On return from Washington DC, he rejoined the Intelligence Bureau where he was elevated as Addl. Director in September, 2010. In the latter half of 2011, Shri Sinha sought repatriation to the cadre, which was permitted, and he took over as the DG of Police Tripura on November 16, 2011. SRI KISHORE JHA, IPS THE ADDITIONAL DIRECTOR GENERAL OF POLICE Sri KISHORE JHA, IPS was allotted the Tripura part of the Manipur-Tripura cadre and joined the State in 1984 on completion of his basic training at the National Police Academy (NPA), Hyderabad. He was posted as SDPO, Khowai, Additional S.P (South) and Commandant, TAP 2nd Bn., before his posting as SP, North. Following this he did a short strint in the Special Branch before proceeding on central deputation. Sri Jha remained on central deputation from 1989 to 1998 in the National Crime Records Bureau and the Cabinet Secretariat. On his return from Central deputation he was posted as DIG (Communication) and subsequently, as DIG (CID) & Intelligence. He was promoted as Inspector General of Police in the year 2000 and continued as Inspector General of Police (Intelligence) supervising the Special Branch, CID and other units. Shri Jha proceeded on his second Central deputation in 2002. During his deputation to the Central Secretariat Shri Jha occupied various posts at Delhi in the Cabinet Secretariat, on the western front and subsequently, did a foreign assignment. He returned to the Cadre in May, 2011 & presently posted at Tripura Bhavan New Delhi. Sri Jha has been awarded the Police Medal for Meritorious Services and the President’s Police Medal for Distinguished Services. SHRI K NAGARAJ, IPS THE INSPECTOR GENERAL OF POLICE (ADMINISTRATION)) Shri K. Nagaraj joined the Indian Police Service in 1983 and was allotted to Tripura. After initial training, he joined as SDPO, Khowai during August 1985. He later served as Addl. SP(Rural), West, SP(North) and Commandant IInd TAP Bn in Tripura. From March, 1989 to June, 1991 he served on inter-state deputation to the Government of Andhra Pradesh where he served as SP(Warangal District – a Maoist strong hold), as well as SP (CID). During the years 1991-1995, he served as Principal, Central Detective School, Hyderabad and imparted training in use of scientific aids for crime investigation. On promotion as DIG, he worked as DIG (AP & Ops), DIG (Northern Range) and DIG, Tripura Range. In February 2001, he proceeded on central deputation and joined the CRPF wherein, apart from his regular duties, he managed a CRPF Public School and a 100 Bed Base Hospital at Hyderabad. In 2006, he returned to the cadre and was posted as IGP (AP & Ops). From February 2010 to April 2012 he worked as IGP(Law & Order), Tripura. During this period, Tripura Police could gain effective control over insurgency and general crime in the State. Major crimes like Crime Against Women, Road Traffic Accidents and other heinous offences showed a decline during this period. A well received Community Policing initiative “PRAYAAS” was also launched w.e.f. January 2011. After a brief tenure as IGP (Training) he is presently functioning as IGP (Administration). Shri Nagaraj has Post Graduate Degrees in Business Administration and English Literature. He is also a Law Graduate. SHRI RAJIV SINGH, IPS, THE INSPECTOR GENERAL OF POLICE (LAW & ORDER) He joined the Indian Police Service (IPS) on 5th September 1993 and was allotted to the Tripura Part of the Manipur-Tripura Cadre. He functioned as SDPO, Dharmanagar, Addl. Superintendent of Police (Urban) West District and District Superintendent of Police (West District). Subsequently went to the United Nations Peacekeeping Mission in Kosovo (UNMIK), Yugoslavia from April, 2000 to May, 2001. On his return, he worked as AIG (HQrs). Also posted as District Superintendent of Police (North District) during Assembly Elections, 2003. Went on Central Deputation to Central Bureau of Investigation (CBI) in 2003 and functioned as, in the following posts :- (1) S.P., Anti Corruption Branch (ACB), Jabalpur (2003-04), (2) S.P. (HQrs), CBI, HO, New Delhi (2004-06), (3) S.P., Special Crimes Region (SCR)-III, CBI, New Delhi (2005-06), (4) S.P., Anti Corruption Unit (ACU)-II, CBI, New Delhi (2006-08) and (5) DIG, Economic Offences (E.O.)-II, CBI, New Delhi (2008-2010). On the occasion of the Republic Day, 2009, he was awarded the President’s Police Medal for Meritorious Service. Back from Central deputation in October, 2010, he was posted as Dy. Inspector General of Police (HQr), Tripura. He was promoted to the rank of Inspector General of Police and posted as IGP (Training) from 01-04-2011 to 16-04-2012. Has joined as IGP (Law & Order), Tripura on 17.04.2012. During his service, he has attended Foreign Courses like – (1) Seminar on “Human Trafficking” in June, 2006 at Canberra, Australia, (2) Workshop on Cocaine related crimes in Asia with involvement of West African Drug Criminal Groups in May, 2008 at Bangkok, Thailand and (3) Mid Career Training Programme –Phase-IV- Cambridge University, United Kingdom (UK) in January, 2011. SHRI BIMAL KANTI RAY, IPS, THE INSPECTOR GENERAL OF POLICE ( TRAINING) Shri B. K Ray, TPS Gr. – I, was appointed in Indian Police Service in Manipur – Tripura cadre in 1993. After his induction in the Indian Police Service, he worked as Supdt. of Police in Dhalai and South Tripura districts. He also held the posts of SP (OPs), SP (Procurement), AIGP (OPS) and AIGP (HQ). On promotion, he was posted as DIG (HQ). After that he worked as Range DIG in Northern and Southern Range, Tripura. He served in Kosovo as a member of the U.N. Peace Keeping Force during 2001-2002. On promotion, he was posted as IGP (TSR & OPS) in 2011. Presently, Shri Ray is posted as IGP (Training). He was awarded Indian Police Medal for Meritorious Service in 2000, UN Peace Keeping Medal in 2001, Antrik Surakhsa Seva Padak in 2002 and the President’s Police Medal for distinguished service in 2010. SHRI TARUN BARAN ROY, IPS, THE INSPECTOR GENERAL OF POLICE (TSR) Shri T.B. Roy, B.A. Hons, M.A. joined in Tripura Police Service (Gr-II) in September’1983. As SDPO he worked in various Sub-divisions and he got promotion as Addl. SP in 1991 and worked as Addl. SP(West) and as Addl. SP(SB). He took over the charge as Principal (PTC) in 1996 and went on trainers’ training at Lancashire, U.K. in 1997. He worked as SP(Dhalai) from 1998 to 1999, as SP (South) from 2000 to 2001 and as SP(West) from 2003 to 2004. He also worked as SP(Procurement) and SP(Traffic) from 2001 to 2003 and again from 2003 to 2008. He got promotion as DIG in 2008 and worked as DIGP (N/R) and DIGP (HQr). He worked as DIGP (AP & Ops) from 2009 to 20012. He got promotion as IG and worked as IGP (Administration) from 19.04.2012 to 09.12.2012 and presently he is posted as IGP (TSR) w.e.f. 10.12.2012. He attended various courses in India at various institutions. He was awarded Police Medal for Meritorious Service in 2000 and presented the same in 2001. He was awarded President’s Police Medal for distinguished service in 2011 and was presented the same on the occasion of Independence Day’2011. He attended Mid Carrier Training programme at Hyderabad and U.K. and was the winner of prize on college policy presentation during the course.
